Will not connect to phone in setup stage

Wont connect to my girlfriends S4, my iPhone 6, or another phones. It sometimes gets to enter the 4 dig # then says error in connecting.
I have the charge 2.
Tech support sent out a dongle to connect to my mac to see if thatll work.

Im assuming its a problem with the app needing to be updated for this new Fitbit. Already exchanged the charge 2 for another and same issues.

Look into this please. Thank you
